TRTC has coordination meetings on the first Monday of each month at 7:30 p.m. at the Woodcroft Professional Center on Woodcroft Parkway in Durham. Members of the public interested in local trail activities are welcome to attend our monthly board meetings.

Triangle Rails-to-Trails Conservancy

Minutes: March 7, 2005 Board Meeting

President Bill Bussey called the meeting to order at 7:30 pm. and welcomed our visitors.

Treasurer's Report Dan Clever reported that all accounts are in positive numbers, with about $17,600 in the operating account. Report accepted - moved by Cotton Tyler, seconded by Frank Bennett.

ATT - Durham County

Eagle Spur workday(s) scheduled for 13 & 20 March 2005 - about 6 or 7 trees down and several holes that will need filling/patching. Bill Bussey reported on a dog bite incident at Scott King Rd. on 4 March 2005 - bicyclist bitten by 2 of three dogs running loose - owners cited by Durham Law Enforcement and all 3 dogs quarantined. Bill also noted that additional gravel is needed at Massey Chapel Rd. and the NCDOT has been asked to mark the ATT crossing at Scott King Rd. with signs & stripes. Bill is still looking for 2 more bids for the construction work at the Fayetteville Rd. trailhead.

ATT - Chatham County

Fence in corridor north of O'Kelly Chapel Rd. is being moved back to the property line…wood and brush on this section has been removed.

Other Items:

ATT logo - Bill Bussey met with the Patent Attorney about TradeMarking our logo - the Attorney needs the oldest examples of our use of the Logo. Wake County Workday scheduled for 19 March 2005 - this will be clean-up work on the new section north and south of the White Oak Road parking lot - everyone is encouraged to come out and help with the clean-up. Cotton Tyler will put up announcement signs at Scott King Rd. By-law change - there was discussion of changing or removal of the term limit section of the by-laws ("not to exceed 5 consecutive terms" - in sections 2.03 & 3.06). A motion to remove this part of the By-laws (motion by Dave Connelly, second by Leslie Kennedy) was passed by voice vote.

Election of Board and Officers

A motion to re-elect the current Board and one new member, Curtis Pope, passed by voice vote. A motion to re-elect the current slate of officers was then made and also passed by voice vote. Bill Bussey reviewed his presentation to the Chatham County Board of Commissioners about progress on the Chatham County portion of the ATT.

Minutes: February 7, 2005 Board Meeting

Treasurer's Report Dan Clever reported that all accounts are in positive numbers, with about $14,800 in the operating account. Dan requested authorization to move $5,000 or $10,000 into some sort of CD for 3 or 6 months. This was passed unanimously.

ATT - Durham County Report

Two additional sections of fence installed at the Herndon Crossing. Temporary repairs made to fence damage on north side of Scott King Rd…Two loads of gravel delivered to Trail at Fayetteville Rd. Chancellors Ridge Connector support letter sent to Kim Douglas, Lennar Developers, and Durham Planning Dept.

Fayetteville Road Parking Area - still looking for additional bidders on grading work…the Dumpster bill has finally been received (aprox. $1600). Remote-operated gate on wish list.

ATT - Chatham County Report

Encroachment Letter sent to property owner north of O'Kelly Chapel Rd. by Steve Head (NCDOT) concerning the tall fence on east side of Trail. It was decided that a letter from Trail Neighbors in the WrongWay area requesting cleanup of adjacent areas and/or requesting assistance with the cleanup of adjacent areas of the ATT would probably be the best approach to this cleanup.

Other Items:

$750 was authorized for the Trademarking of the Indian Head and the Leaning Tree as used by the TRTC/ATT. Passed unanimiously.

Elections - were postponed to allow for additional recruiting of new board members - elections re-scheduled for March.

Wake County has scheduled a clean-up day for 19 March 2005 on the new section north and south of the White Oak Rd. parking lot.

Al Capehart gave an update on the various NCRT projects underway in the state.

Carol Thomson is looking for sponsers for the documentary film she is working on.

Minutes: January 3, 2005 Board Meeting

President Bill Bussey called the meeting to order at 8:00 pm at Cotton Tyler's house.

ATT - Durham County Report

Curt Devereux reported on the installation of the second culvert at the Herndon Crossing - the installation of the pipe has been completed, and the seeding and fencing are underway.

Bill Bussey has spoken to Kim Douglas (Durham Pks/Rec) about the I-40 bridge - the NCDOT is deciding who will be lead on project - Tom Norman of the Bike/Ped Office will apparently be the designated Project Officer. The Parson Brinkerhoff Group will probably be hired to do the design work. Bill will write a letter of encouragement. Chatham County will need to insist on their share of the Bridge Funding.

Bill Bussey also reported on the Chancellor's Ridge connection to the ATT - Kim Douglas is involved. Plans, encroachment agreement, and approval by Durham will all be needed. Bill will write a letter of support. Bill Bussey reported that he has contacted one contractor who indicated interest in bidding on the work at the Chancellor's Ridge trailhead/parking lot, and is looking for at least two more interested contractors.

ATT - Chatham County Report

Bill Bussey reported that Tracy Burnett, Chatham Parks/Rec Director, can meet with the trail neighbors near WrongWay on 15 January 2005. Need to find a place at someone's house for the meeting. (Chatham County will have $100,000 available 1 July 2005 that could be used for matching other grants)

It was suggested that the 8 January 2005 workday be used for filling holes and clearing brush north of O'Kelly Chapel Road.

Other Items:

There was discussion of progress on various maps - completion of proof reading is first priority A bill has been received for accident insurance - $176 vs. $175 last year. Wake Stone has donated two loads of gravel - we have to pay for delivery.

Treasurer's Report Dan Clever reported that all accounts are in positive numbers, with about $11,500 in the operating account. There was discussion of moving part of the cash into a CD or other account paying better interest. Dan will check into this.

Other Items:

There was discussion of the bills received from Dan Jewell and the lack of a bill from the Dumpster Service folks. There was discussion of suitable locations for signs - such as Road Crossings, Corps Land Boundaries, County Lines, and Mile Markers. There was also discussion of the need for additional Gates and Bollards at various locations.

Miscellaneous Items

Bill Bussey reported on fund-raising activities at Whole Foods Market - about $60 - $70 is collected on a typical Saturday and many brochures are handed out.

Bill also gave an update on the ATT Map, with a review of the newest version of the map and text. Carol Thomson is going to do some additional editing on the large system map in Adobe Illustrator.

ATT - Durham County Report Mowing of the trail and drainage improvement work continues. Demolition of the house at the Fayetteville Rd. trailhead/parking lot site has been completed - pending approval of the demolition by the Inspector. Bill Bussey has contacted one contractor (Central Builders) who is interested in bidding, and has names of several others to contact. Dan Jewell has submitted bills for engineering work on Trail and Trailhead/Parking Lot - but did not break out amounts by Project - clarification of bill will be requested.

Other Items:

Steve Lund mentioned planning the Trail Neighbors Picnic for Spring - perhaps April. Bill said that the mailing list that Chatham used to contact adjacent landowners should be available for our use. There was discussion of Wake County's Plans for the ATT north of current construction area. They still want a Trailhead/Parking Lot at New Hope Church Rd. before they go further north. Jeremy Portzer announced his re-location to Washington DC - everyone wished him good luck at the new job and thanked him for his service to the TRTC and the ATT.

ATT - Durham County Report

Demolition of the house at the Fayetteville Rd. trailhead/parking lot site has been started. The Duke Power driveway has been cleaned up once again. Mowing of the trail and work on drainage is continuing. There was discussion of cameras at the Duke Power driveway to control dumping and also use of cameras on the Dunn-Erwin trail to control trespassing by 4-wheelers.

ATT - Chatham County Report - Bill Bussey reported that an 18 inch culvert had been installed at the Pittard Sears - ATT crossing. Burning and hole-filling is needed north and south of O'Kelly Chapel Rd. Mowing is needed north and south of New Hope Church Rd.

ATT - Wake County Report

Work is 70% complete on the newest 1.75 mile segment of the ATT, extending the Trail to White Oak Church Rd.

Other Items:

  • Bill Bussey passed out for inspection the newest ATT brochure and sample of map.
  • Brad Shrum explained the Limited Development Concept, utilizing Conservation Easements. He discussed the problems the Copperleaf Development had with roads crossing the ATT.
  • Dave Connelly announced the local hosting of the East Coast Greenway Tour coming through our area next week. There will be a potluck supper for the Tour Group at the Durham Armory on 13 October 2004 and everyone is invited. Dave will ride with the Group from the Virginia line to White Lake.
  • Al Capehart talked about Thad Howard's work organizing the Greater Memphis Greenway since Thad moved to Memphis. Al also announced the NCRT Board meeting will be at the Jordan Lake Administrative Offices on 9 October 2004. The program will be a report by the TRTC on the progress of the ATT construction. The TRTC will also have a display at the Pittsboro Street Fair.
  • Cotton Tyler mentioned the need for signs in Chatham County.
  • Dave Connelly talked about the NC Earthshares Donation Program.
  • Karla Henderson talked about the Carolina Godiva Race to be held in February 2005 on the ATT.
  • Al Capehart asked everyone to consider this question: What relationship should there be between the NCDOT and Trail Proponents ??

Maps Update

Bill Bussey showed drafts of the maps. A few suggestions were offered. Bill urged members to send him any others by August 7.

Interim Natural Surface Initiative

Bill Bussey reported on a 28 July 2004 meeting with Chatham and Wake representatives - an interim natural-surface trail connecting the northernmost completed Wake portion with the Chatham portion was discussed - Wake said they did not want to connect unless a parking lot was constructed at New Hope Church Rd. It was decided to be patient and wait for Cary to construct the park planned for the area where the ATT crosses New Hope Church Rd.

Adjacent Property Owners Picnic

Steve Lund opened a discussion of a picnic for Trail Neighbors - it was suggested that emphasis be put on Chatham County neighbors, representatives of Homeowners Associations, and folks that are supporters of the trail. A Landowners Mailing List will be needed. There was discussion of menu items - should guests be asked to bring potluck items ? There was also a discussion of a suitable day, with dates of Football Games taken into consideration.

Report on Phase E and New Trailhead Parking-Durham

The Duke Power driveway has been cleaned up again and drainage work is continuing. The Trail Plan is still moving through the approval process and it will not be necessary to go back to the Development Review Board (DRB). The Right-of-Way Plan for the Trailhead/Parking Lot has been approved by the DRB.

Report on Chatham Progress-ATT

Cleanup work is still being done south of O'Kelly Chapel Road at the Warzone, and summer mowing is underway. There was discussion of the proposed Memorandum of Agreement between Chatham County and the TRTC. Curt had a list of items that should be deleted/added/changed. It was also suggested that we have an attorney look at the proposed MOA.

Other Items:

  • Al Capehart had an article about the Durham Pedestrian and Bicyle Committee, written by Phil Barron. Al suggested we invite Phil to join the TRTC. Dave Connelly called for volunteers to help with parking at Bikefest on 14 Aug 2004.
  • A letter supporting the paving of Pittard Sears Rd. has been sent to the NCDOT.

Bill Bussey will prepare a draft of a letter of support for the paving of Pittard Sears Rd. and send it to all Board Members for review and comments.

Chancellor's Ridge parking lot - plans are still moving through approval channels. A couple of more loads of trash have been removed, including one refrigerator.

ATT - Chatham County Report There was some discussion of opening the trail on an interim basis with a natural surface in both Chatham and Wake Counties down to Green Level Road. Bill Bussey will discuss this at a meeting with Chatham/Wake/Cary folks later this month.

Other Business

Steve Lund suggested having a Trail Neighbors Picnic in late September/early October, perhaps at a location in Chatham County. Bill will talk to Tom and Sally Kost about the possibility of having it at their place on New Hope Church Road.

Miscellaneous Items

Bill Bussey displayed our certificate from the US Department of the Interior designating the American Tobacco Trail a "National Recreation Trail".

Cotton Tyler reviewed our mower research activities on the John Deere and eXmark mowers. After some discussion of mowers priced from $2,000 to $12,000, it was agreed that we need the best mower we can afford. Motion by Thad Howard, seconded by Jeremy Portzer, to buy the John Deere GT245, not to exceed $5000, with an operating budget of $500 for year 2004. Passed by voice vote - no nays.

Chancellor's Ridge Parking lot Thad Howard reported that the Roadway and Engineering plans had been submitted - the Roadway plan has already been received from the NCDOT. A follow-up is needed with Durham City/County Planning- Steve Medlin and Dennis Doty are the contacts.

ATT - Durham County Report

Thad Howard recommended contacting Dan Jewell, PE, about the necessary stormwater pipe engineering. (Durham County contact is Chuck Armhurst). Thad also said that David Bond's old company had made a good offer on the installation.

ATT - Chatham County Report

There was discussion of the possible use of donated grading services and also applying for grant funds from the Chatham Parks & Rec Advisory Board.

Other Items:

  • Beth Timson of Durham is hiring Kim Douglas to work on Trails, Greenways, etc.
  • Contact name is needed for NCDOT Division 5 (Durham) for pavement marking, gravel, etc.
  • Discussion of Summer Intern possibly helping with ATT Corridor History Project.
  • National Trails Day (5 June) - More than 60 people turned out for this event, organized by REI, who also supplied drinks/snacks/t-shirts for everyone. Work crews moved brush and pulpwood north and south of O'Kelly Chapel Road and north of New Hope Church Road. One trail neighbor complained about wood beyond the 50 foot line on his property, and work to correct this problem is planned for 8 June 2004. Thad suggested sending a follow-up letter to NTD/REI "first timers", thanking them for their help and inviting them to our workdays and also to join the TRTC.

ATT - Durham County Tanner Weeks (Landscape Architect - Durham Parks & Recreation Dept) presented a map of the proposed parking lot at Scott King Rd. There was general discussion of items such as landscaping, sidewalks, gates, connections to the ATT etc. He also presented a map of the proposed connector to the ATT at the Apex St. bridge in Durham.

ATT - Durham County Workday Report Thad Howard reported on the progress of the various permits and approvals necessary for the Fayetteville Rd. parking lot and also the items remaining for completion of the Trail. Guy Meilleur (Arborist) discussed tree maintenance and passed out some literature about the proper care of trees.

ATT - Chatham County Report Clearing work continued on 10 & 24 April; north of O'Kelly only brush remains to be moved while south of O'Kelly brush and logs remain. The REI - National Trails Day event is scheduled for 5 June 2004...priority for this day will be the area south of O'Kelly.(See our NEWS page for a short account)
Installation of gates has started at O'Kelly, Pittard Sears, and New Hope Church Rd.

Other Items:

  • Jeremy Portzer mentioned the increasing popularity of "Geo Caching" and that there may be caches at 3 locations on the ATT south of Scott King Rd. - there was some discussion of the need (from a safety standpoint) to keep the caches away from the bridges.
  • It was agreed to pay Jeff Brewer $75 to put the TRTC logo on the t-shirts he is preparing for National Trails Day.
  • Dan Clever will be the new TRTC representative on the DOST council.
  • It was agreed to share a booth with Durham Parks & Rec at the Festival for the Eno.
  • There was some discussion of planned construction north of Massey Chapel Rd.

Treasurer's Report

ATT - Durham County Report Thad Howard reported that the NCDOT had added gravel on the south side of Scott King at the ATT crossing. Crosswalk stripes and a sign package has also been requested. Continuing trail work: drainage improvements, silt fencing, gravel, and mowing. Chancellors Ridge parking facility site plan has been approved and construction design work is next. The City of Durham will accept the lot upon completion. Beth Timson (of Durham Parks & Rec.) discussed plans for Scott King parking lot on east side of trail - 20 cars/ 6 buses.
There was discussion of mower selection and mowing schedule - Bill Bussey, Cotten Tyler, Steve Lund and Frank Bennett were appointed to a Mower Committee.

ATT - Chatham County Report Steve Lund reported that clearing work is continuing and workdays are scheduled for 10 & 24 April, and that a special National Trails Day REI workday is scheduled for 5 June...plans for this workday include south of O'Kelly and north of New Hope Church Rd.(depending on number of people attending). Installation of gates at the 3 trail crossings in Chatham will begin in next few weeks.

ATT - Wake County Report Leslie Kennedy discussed the need for some sort of net/fencing/hedge for the area at the rear of the Driving Range - this would need to be about 20 feet tall and dense enough to stop golf balls from the range.
Wake County Phase 2 construction will start soon and will go up to White Oak Rd. This phase will include the gap that has been a source of contention between Wake County and the owner. An agreement has been worked out with the landowner.
Other Items:

  • Al Capehart announced that the Dedication of the Skewarkee Trail will be on National Trails Day.
  • Thad announced that he will be moving to Memphis at the end of May. He also reminded everyone to write letters to Edwards/Dole/Price asking for support of Trail Funding in the Highway Bill.
  • Steve suggested activation of the Listserve function at our ISP. Jeremy will help Curt with this.
  • Next meeting of the MPO will be April 14th. The latest TIP list shows the Durham ATT project and Chatham ATT project are ranked differently.
  • Discussion of name for the proposed Durham to Roxboro Trail; Timberlake Trail was suggested.

ATT - Durham County Report

Thad Howard reported that he had asked NCDOT to put gravel on shoulders at Scott King and add some pedestrian signs and markings. Beth Timson has been invited to ride on Phase E and should be invited to look at the granite screenings in Wake County. There was general discussion of funding for completion of the ATT in Durham and Chatham Counties. Parking Lot at Chancellor's Ridge: some additional changes are awaiting approval by the Engineering Dept. After that, permits will be the next item.
Parking Lot at Scott King: Problems with locating a driveway west of the trail - may be able to use land east of trail and use Duke Power driveway. Thad and Beth to explore this with Duke Power. Trash dumped at Duke Power driveway has been burned/hauled off and NCDOT has been asked to remove shingles. List of maintenance items for Durham/Chatham/Wake "Adopt-a-Trail" projects discussed - this led to a general discussion of exactly how much maintenance work the TRTC wants to be obligated to do - or do we want to concentrate on Trail Advocacy ?? Or do we want to submit a proposal to Durham to do specific maintenance items for one year ?? It was suggested that we find out how much Durham is spending on the northern 7 miles. Bill Bussey will create a list of maintenance items and perhaps get prices from contractors.

ATT - Chatham County Report

Steve Lund reported that they had good weather for workdays on the 14th and 29th of February. Workdays scheduled for 13and 27 March will work at location with best access for the weather on a given workday. Golf Course folks would like to be involved in botannical decisions of our trail work : (examples - choice of plantings, bird houses etc.)

ATT -Wake County Report

Horse Council reports problems with golf balls from driving range - may need to plant Leyland Cypress or other fast grower - Triangle Greenways Grant for planting may be a possibility - also talk to Jim Goodman about possibilities for Wake and Chatham plantings.

Other Items:

Old North Durham Neighborhood Assoc. has asked for our help in building a trail on RR Corridor in their area - Thad has already done some property owner research. Al Capehart announced that the SLC will sue the Legislative Review Commission and that Democracy South is pushing for a new check-off on tax returns.

Minutes: February 5, 2004 Board Meeting

Treasurer’s Report

Dan Clever reported that all accounts are in positive numbers, with about $11,000 in the operating account. There was discussion of restrictions on the GTE Grant - these funds must be used in the GTE service area. There was also discussion of publicity concerning construction of the bridges. A motion (by Thad Howard) to allocate $250 for message development and design work for kiosk posters about completion of the ATT was seconded (by Curt Devereux) and passed by voice vote.

ATT - Durham County Report

Thad Howard reported on potential requirements concerning the design and construction of the Chancellor's Ridge parking lot and the potential location of a parking lot at Scott King Rd. on Duke Power land. Thad has a meeting with Duke Power people soon. There was discussion of ways to encourage budget allocations to fund ATT maintenance work by Durham General Services/Parks & Recreation. Thad Howard, Cotten Tyler and Frank Bennett will work on a maintenance plan for Phase E.

ATT Chatham County Workday - 24 January 2004

Steve Lund reported that about 95% of the large junk had been removed from the various sections. Considerable chain saw work was done south of O'Kelly and north of New Hope Church Rd. Much chainsaw work remains to be done and the scheduled work days on 14 and 28 February 2004 will concentrate on cutting and removing downed trees.

Other Items:

There was discussion of MPO meetings and the importance of comments sent by e-mail - another round of comments should be sent at the end of February/early March for the March 10 meeting. At the March 10 meeting a vote will be taken on the priority of trail and transportation items to be included in the 2006 TIP for the Triangle area. It is important that the two ATT projects receive a high enough priority on the the TIP to be ensured of future funding. Jeremy Portzer will create and send out a list of current e-mail addresses of MPO members.

Elections:

Motion made by Thad Howard (seconded by Cotten Tyler) to elect the slate of 14 nominees for the Board - Passed with one abstention. Motion made by Steve Lund (seconded by Rickie White) to elect the slate of 4 officers for 2004 - passed with two abstentions. (Names and contact information for the 2004 Board have been posted on our Board page.)

Misc. Items

  • Newsletter: Dan Clever has been looking at possible format and content.
  • Al Capehart announced that John Stratton died 30 January 2004 (NCRT Treasurer) - services to be held 7 February 2004 at the Friends School in Orange County.
  • Thad Howard issued a challenge to the Board to come up with ideas for Standing Committees that would work on continuing tasks. After some discussion, it was agreed that a future retreat be scheduled to work on goals and methods - it was also agreed that a Sunday afternoon would be a good choice.

ATT - Durham County Report

Thad Howard reported that the overall trail site plan had been submitted to the City of Durham Planning Department and he had received comments from them. Recent trail work included drainage improvements, brush and limb clearing, and the installation of a trash can on the trail at the parking lot. Thad also reported that a revised site plan for the Chancellors Ridge parking lot had been submitted to the Planning Department and he had received comments from City Staff, including an increase in the right-of-way width on Fayetteville Road to 50 ft. from 45 ft. and a desire for a sidewalk along Fayetteville Rd. These changes may require a new survey and new document preparation.

ATT - Chatham County Report

Bill Bussey said that the NCDOT/Corps MOA was in Savannah and is slowly moving through the Regional Office. More gravel is needed for the trail section north of O’Kelly Church Rd. – probably 1 or 2 more loads will be needed. There was some discussion about using broken brick or scrap concrete for fill, if available. A motion was made by Al Capehart to allow up to an additional $500 be used for the purchase of gravel, with the provision that something other than dirt be used as fill and that other free materials such as broken brick and scrap concrete be sought. This motion was seconded by Thad Howard and passed by voice vote. There was some discussion of Wake County working on the ATT in Chatham County – this may involve a sub-lease or other form of agreement. Bill announced a work day is planned for 24 January 2004 at O’Kelly Church Road and that an e-mail would be sent to several groups. Bill also announced that a $75 donation has been received for safety barriers at the creeks. Thad will look for wood that can be used for these barriers.

Other Items

  • Thad mentioned the importance of letters to the members of the MPO regarding the priority of funding for the ATT to “finish the job that was started in 1990”. Thad urged all Board members to Email at least two members on this issue. Another round of Emails can be done in February, closer to the final vote in early March.
  • There was some discussion of the cost of trail maintenance – it was mentioned that the yearly cost for the 5 mile Dunn-Erwin trail was $15,000.
  • Guillo Rodriguez will be the new Durham Parks & Rec. Landscape Services Manager.
  • There was discussion of the maintenance of the ATT south of I-40.
  • Everyone was reminded to write Rep. Price and Sen. Dole requesting their support of the funding for the bridges
  • Bill reminded everyone of the TRTC elections coming up in February – most folks will remain on the Board – Steve Lund agreed to join the Board – Al Capehart spoke about the use of Wake County enthusiasm and leadership sources and a change of geographic focus from Durham County to Chatham County. Some pressure from the Wake County end would be beneficial to Chatham County work.
  • Thad will talk to Guillo about the damaged kiosk at the Kroger lot and also the regular servicing of the trash can at that location.
  • Al Capehart announced the next meeting of NC Rails to Trails would be 10 January 2004 at the Asa Diggs Building in Williamston.

Treasurer’s Report

Dan Clever reported that all accounts are in positive numbers and some additional memberships came in during November. Bill Bussey presented a $5000 check from REI and a $100 check from Brier Creek Shopping Center that had been donated during November.

ATT Workdays Report

Thad Howard reported that a revised Site Plan for ATT Phase E and a revised Site Plan for the Chancellors Ridge parking lot had been submitted to the City of Durham Planning Department for approval. Each plan had several minor revisions and approval is expected. Work is continuing on Phase E drainage improvements, cleanup, and sign posting. Thad also reported that the TRTC had received a $42,318 reimbursable National Recreational Trails grant for the parking lot construction, and also that a “right of entry” agreement had been approved by the City of Durham for the ATT - parking lot connection.

Chatham County Report

Bill Bussey said that the NCDOT lease/Corps MOA was at NCDOT and should be approved this week. Good progress has been made on the clearing work north of O’Kelly Chapel Rd. during the last two months. Bill requested $500 to buy gravel for this section. A motion to approve this funding was made by Thad, seconded by Dave, and passed by voice vote. Bill also reported on a meeting with Wake County staff and others about possible trail construction to New Hope Church Rd. Wake County wants to go to the proposed parking lot on New Hope Church Rd. rather than stop in the middle of the woods. There was also discussion about a potential land swap involving the Rafferty Property for a parking lot on White Oak Rd. and some discussion of another proposed swap concerning the Forest Oaks Development. The Chatham County Commissioners and the Cary Town Council are supposed to have a meeting in December to discuss various issues.

Other Items:

  • Thad discussed an additional parking lot that Durham is proposing.
  • There was discussion of recent publicity concerning the proposed bridge at the Art Museum in Raleigh. Carolyn Townsend discussed the long ATT planning and construction cycle and wondered if it would be possible for Carol Thomson to concentrate on this in her documentary. Carol said that she wanted to include all facets of the story – the history of the corridor as well as the conversion to a trail.
  • Thad discussed the 2006 TIP list – the bridge over I-40/NC-54 needs to be at the top of this list and the next two months will be critical as to determining project rankings and the inclusion of the Chatham County bridges in the package.
  • Dave reminded the Board of up-coming elections and the need to be thinking about nominees.
  • Steve Lund mentioned the need for the Board to discuss the selection of a specific lawn mower and chain saw that would be funded by the Carolina Tarwheels grant. Curt mentioned the 31 January 2004 cut-off date for Adopt-a-Trail grant applications and that we cannot apply for an additional grant if we have an outstanding grant with that organization; however, Chatham County could apply for an Adopt-a-Trail grant.

ATT Workdays on Phase E Report

Betsy Howard reported that the Fayetteville Rd. trailhead/parking lot - trail connector easement has been signed by the Mayor, and that trail work continues. TRTC had been represented at a trail connector meeting in Chapel Hill. It was suggested that a kiosk committee design postings that would explain county differences for users. Representatives of the TRTC had also attended a meeting with the developer of the property north of Stagecoach Rd. and had discussed the developer's proposal to move the Eagle Spur from the old location (through the middle of the property) to one side of the parcel. There was also discussion of the specific equipment to be requested in the grant application to the Carolina Tarwheels. Betsy then submitted her resignation from the TRTC, citing recurring back problems and increasing demands at work. The Board thanked her for her service and work organizing TRTC grants records.

Wake County

Tony D'Amico presented a summary of operations activity on the Wake section of the ATT so far. He also reported that Wake County is considering construction of the northern section next and would like to open the trail all the way to New Hope Church Road in Chatham County, rather than stop in the middle of the woods. Funds sufficient to do this are available and the pros and cons of this proposal are being considered by Wake County and Cary staff.

Discussion of Grant Request Procedures

After a general discussion of how recent grant requests had been developed, Dan Clever suggested that one person present the Board's request or opinion, and that the entire Board review the proposed document before submission to another agency or organization, and that the Board create a procedure/policy for TRTC documents going to other agencies or organizations. After further discussion, Dave Connelly made a motion that "Any signed document from the TRTC to another agency or organization shall be reviewed and approved by the Board, either at a regular meeting of the Board or by electronic polling of Board members." The motion was seconded by Dan Clever and passed by voice vote.

Bill Bussey presented a proposed request for an equipment funding grant to the Carolina Tarwheels. The request was reviewed and approved by voice vote.

Chatham County Update

Bill Bussey reported that the Chatham/Corps MOA is at the Corps real estate office and should be forwarded to the NCDOT for approval soon.

  • The Rosemont owners have done considerable clean-up work north of O'Kelly Church road.
  • There was a brief report of trail conditions and work to be done from O'Kelly Church Road to Earnest Jones Road.

Other Items

  • Al Capehart reported that the Skewarkee Trail (in Martin County) is now open.
  • Bill reported that Regency Management will be installing bike racks at SouthPoint Crossing.
  • The I-40 Bridge design work is still in progress.
